At the 2025 Ukraine Recovery Conference (URC), held under the auspices of the G7, France steps forward with a structured, strategic presence to support the rebuilding of Ukraine’s healthcare system — one of the conference’s top global priorities.
A Coordinated and Ambitious French Presence

French Healthcare Association is leading a collective French pavilion within the URC Trade Fair, showcasing the commitment of over 20 French companies involved in tangible healthcare reconstruction projects in Ukraine.
From SMEs to multinational groups, the delegation includes DMS Imaging, Dessintey, C3 medical Ellipse Projects, Sonoscanner, Gruau, Echopen, Ginger international, GE Healthcare, bioMérieux, Schiller medical, Rofim, Résilience orthopedics Servier, and Sanofi — all offering high-impact solutions in medical imaging, hospital infrastructure, digital health, diagnostics, and post-acute care and rehabilitation.
This strong turnout reflects a long-term commitment by French health actors to support the Ukrainian Ministry of Health and local authorities in rebuilding and modernizing a healthcare system heavily affected by war.
Strategic Financing from the French Government
The French State supports these initiatives through robust financial tools. The Ministry of Economy and Finance, via the Treasury Department (DG Trésor), is leveraging concessional loans (Prêts du Trésor) to finance hospital infrastructure, imaging solutions, and medical logistics.
The FASEP (Private Sector Study and Assistance Fund) backs feasibility studies and pilot projects led by French companies. Meanwhile, the French Embassy in Kyiv and the broader French diplomatic network have been offering strategic guidance since 2022.
A Key Milestone: MoU Signed with Ukraine’s Ministry of Health
A highlight of the conference was the signing of a Memorandum of Understanding (MoU) between the Ukrainian Ministry of Health and Ellipse Projects. This strategic partnership lays the groundwork for:
- Access to the Ministry’s list of priority hospital projects;
- Ellipse Projects’ commitment to mobilize international funding to deliver on these needs.
This agreement represents a concrete opportunity for dozens of French health-sector subcontractors, with a potential project pipeline worth several hundred million euros. It perfectly embodies the French Healthcare collective spirit — combining technical expertise, financing, and international cooperation to deliver sustainable impact.

This action fits into a broader effort begun in 2022, combining emergency support, resilient infrastructure development, and long-term cooperation in rehabilitation care, digital health, and medical innovation.
